Are Handicaped people allowed to drive?

Author has recalled his opinion stated earlier on this post. Just leaving behind an image and an extract from Motor Vehicles Act.

Motor Vehicles Act 1988 Section 186

186. Driving when mentally or physically unfit to drive. Whoever drives a motor vehicle in any public place when he is to his knowledge suffering from any disease or disability calculated to cause his driving of the vehicle to be a source of danger to the public, shall be punishable for the first offence with fine which may extend to two hundred rupees and for a second or subsequent offence with fine which may extend to five hundred rupees.

  1. I personally feel its quite commendable that someone is trying to overcome their physical problems and lead a normal life. We should try and assit them in every possible way. Its done a thing abroad. We need to gear up here. Purvi

    Reading your comments, Im a bag of mixed feelings - ranging from annoyance to pitying your ignorance.

    Here are my 2 pennies for you:

    1. Please dont assume that disabled people on the road are a safety hazard to others. Im sure if you wanted to do a reality check of your delusions you will realise that most accidents and safety compromises are incurred by non-disabled drivers. Either way, as long as a person is able to drive & holds a valid license there is no legal perspective on this issue.

    2. Please dont assume that 'Disabled person driving' is displayed to warrant accomodations from others - rather is most likely a polite way of indicating others to leave some room when parking right next to this car so as to leave space for a wheelchair to access the car door.
    Much in the same way as parents of toddlers would display 'baby on board' so that others may leave some space next to their car in the parking lot in order for them to use a pram upto the car door !!

    Im at a complete loss to understand how you have equated disabled drivers to a road safety hazard and look forward to some enlightenment from you to understand this.

  5. Yes, the nature of the topic is sensitive, but I think you have a right to your opinion, so don't let others bulldoze you into deleting it.

    If you personally felt it wasn't a good article or an article written without due consideration, then I agree with you completely and I applaud your courage in changing your viewpoint.

  7. As you have been addressing few social issue and recently Bangalore police commissioner wanted every one to use the public transport as much as possible. But, I find a difficulty in a basic thing in the public transport that no bus carry ENGLISH routes. This had been changed only past few years. In fact all the metro city buses have the route names in the English. I am not here to debate why people should not learn local language etc..

    I have done in the past and few new paper article too carried the same but there is no change.. Probably you will be the best person to do so!

    To the best of my knowledge all Volvos and most of red board buses carry sign board in English besides Kannada. Yes there might be few buses with pure kannada sign board...

    Numbers are in English and people are always willing to help if you ask which bus to take to which place. Most of the bus terminals including majestic have time tables in english as well as Kannada. Or get a city map/guide which has details of bus numbers in it.

    I'll see what I can do about this.

  10. To best of my knowledge, the volvo buses might be only less than 10% -15% of the total city buses. Of course this seems to be successful on e as many IT folks are using it. All the blue buses and Train buses ( I mean long buses ) do carry only local language. If these sign boards in the English many people will use the bus without any confusion. Having the local laguage defects the purpose of the transport as it aims to help whoever comes to the city. If the govt or org which influences why can not they do it all the shops and stores too. Unlikely all these outlet have English and as well as local language since they do not want to loose the customer attraction. The BMTC why not bothering about the business. In the technology era, we can not live in terms more regional languages in all the aspects. Since you have been taking lot of social and corporate issues, I guess this is really worth one for the benefit Bangalorens. Anyway I will leave it your best knowledge to make a call on this !!!

  11. Well, Volvos are less than 1 % of total number of buses BMTC has...

    The problem you're raised is true with all indian cities.

    On my next visit to Bangalore let me observe carefully what percentage of buses have english boards.

    I may publish a post asking BMTC to put english sign boards but it is unlikely that they'll do that because I wrote...

  12. I am very disappointed after reading comments given by Shrinidhi......

    Its really a big insult of handicapped/disabled people and person like this dont want to encourage the normal life of handicapped people. I am driving car since last few years as handicapped person. Even I some time guide to normal person that please keep some safety measures. Most of accidents are done by normal person then why you are blaming to them? This type of differentiation is only seen in India with handicapped people. While in USA and UK special provisions and parking areas are alloted to handicapped people. Even Car manufacturing companies are making car for them.
    In India govt. promoting lot of schemes for handicapped but the officers available at top most are not offering real advantages to handicapped.

    So its my humble request change your attitude for handicapped people.
